This guide was conceptualized and published by The Ethics Institute and the Transparency, Integrity
and Accountability Programme in South Africa (TIP), based on an understanding of the needs of individuals in Civil Society Organisations (CSOs) who are the first responders to whistleblowing reports. TIP is a partnership programme agreed to between the governments of Germany and South Africa. It is co-financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Swiss State Secretariat for Economic Affairs (SECO) and is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in partnership with the Department of Planning, Monitoring and Evaluation (DPME).
